Tram 28 is iconic but skip it with kids under 6 — it's packed and lurches hard. Take tram 15E from Praça do Comércio to Belém instead, smooth ride, 15 minutes, and you're at the pastéis de nata mothership (Pastéis de Belém, expect a queue but it moves fast). The Oceanarium in Parque das Nações is the single best kids attraction in the city — budget 3 hours minimum. Metro works well with strollers except at Baixa-Chiado station (endless escalators, no lift from street to platform). Uber is cheap and abundant, averaging 5-8 EUR across the city center. For groceries, the Pingo Doce on Rua do Ouro in Baixa is the most convenient central supermarket.

There is no true budget tier for family hotels in central Lisbon in summer — hostels and guesthouses don't cater to families, and the 3-star hotels that accept kids tend to be cramped.
What sets Lisbon apart from Algarve resorts is that kids here are entertained by the city itself, not by hotel programs. The Oceanarium holds their attention for half a day. The tuk-tuk tours through Alfama are a hit with ages 5-10. The LX Factory has a play area and ice cream. Your hotel is the recharge station: the pool after sightseeing, the babysitter for your dinner reservation at Belcanto, the kids' buffet when everyone is too tired to go out.
One honest warning: Lisbon is hilly. If you're traveling with a stroller, stick to Baixa (flat), Belém (flat), and Parque das Nações (flat). Alfama, Bairro Alto, and Chiado involve steep cobblestone streets that are brutal with wheels. Most hotels offer stroller storage but getting around those neighborhoods means carrying.
